The National Armaments Directorate (NAD) Group Director General (DG) Options and Commissioning have identified a portfolio of high priority requirements within their Strategic Programmes division that require commercial support.This portfolio includes requirements to procure hypersonics development, directed energy weapons, as well as a research, test and evaluation framework agreement.By acting as a Senior Commercial Manager for programmes that require commercial expertise, you will lead a broad range of commercial lifecycle activities, and thus ensure that capabilities are delivered on time and at a competitive price.This is especially important because of the scale and ambition of our exciting programmes.These will be busy roles with much exposure to a range of internal and external stakeholders, and so accordingly it offers strong opportunities for career and skill development.This position is advertised at 37 hours per week.Flexible and hybrid working is an option with this role, by agreement with the Line Manager, however there is a Civil Service minimum expectation of 60% office attendance., We are advertising two posts, one of which will have a permanent duty station based in London (SW1A 2HB) and one of which may have a permanent duty station in either Bristol (BS34 8JH), Glasgow (G2 8EX), or London (SW1A 2HB).This is an exciting time to join the team as we expand to provide more support to the Strategic Programmes.These are two new posts created to support the programmes in commercial matters.These will be busy roles with much exposure to a range of internal and external stakeholders, and so accordingly it offers strong opportunities for career and skill development.As a Senior Commercial Manager (SEO) you will:+ Lead commercial delivery of an exciting portfolio of strategic projects, acting as trusted advisor to customers, peers and management.+ Lead, challenge, and support a variety of stakeholders during the commercial life cycle, ensuring that requirements are understood, captured and defined effectively.+ Develop best practice commercial strategies and commercial content for high-value Business Cases in line with relevant standards, policy and regulation.+ Develop suitable commercial models for projects, comprising effective pricing, performance, negotiation and contract approaches. Draft robust, effective contracts for projects.+ Lead Commercial Strategy engagement with assurance scrutineers and approving authorities, effecting positive responses to scrutiny feedback and securing necessary spend control approvals.+ Develop and implement effective procurement exercises, including invitations to tender or negotiate, tender evaluation, tender feedback and contract award, while complying with applicable transparency obligations.+ Install effective contract management plans, including performance management regimes, and create and sustain trusting relationships with project teams to ensure there is sustained oversight of commercial contracts across your portfolio.+ Track risks relating to commercial contracts and perform the necessary actions to mitigate against the risks.+ Improve commercial capability within our workforce, ensuring that colleagues have the confidence to work on commercial topics.+ Ensure compliance with public procurement law, as well as MoD commercial procedure, policy, and assurance processes., We''ll assess you against these behaviours during the selection process:+ Leadership+ Making Effective Decisions
