Workforce Development & Inclusion Lead

The NHS Counter Fraud Authority (NHSCFA) is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS.As part of the People and Workforce Development function''s leadership team this post will act as the professional lead for Organisational Development (OD), Learning and development and Inclusion, providing strategic leadership, expert advice, and direction across these key areas to support the organisation''s culture, capability, and equity ambitions.We are looking for candidates who have significant experience of developing, implementing and evaluating people and workforce development programmes along with leading and embedding inclusivity. Act as the subject matter expert for learning, organisation and workforce development and inclusivity for NHSCFADevelop leadership and management programmes, embedding a culture of inclusivity, continuous self-led learning, utilising blended learning and evidence-based approachesEstablish and embed an ROI framework for learning and development activity (e.g. Kirkpatrick)Develop talent management and career development frameworks that align with workforce planning and the organisation''s strategy and people plan.Undertake diagnostic work, drawing on multiple sources of evidence to assess organisational culture and design sustainable approaches that create culture and behaviour changes .Lead and manage the design and delivery of organisational development and culture programmes of work. Oversee the development of employee voice and engagement groups such as the People Engagement Group, EDI Group and Mental Health Working Group aligning with the organizational and people strategies and plans.Ensure compliance with the public sector equality dutySupport the Head of People and Workforce Development to increase matrix working, collaboration, data and intelligence sharing across the team to maximise the effectiveness and impact of the work of the team.Support the policy development work led by the HR Business partner utilising the diagnostic work and evidence from workforce data to leverage opportunities to embed inclusivity and culture change.Develop workforce skills analysis and associated development plans working with Heads of Service across the organization.Provide consultancy and expert support to Heads of Service and teams, increase capability, support resilience and adaptability to change or facilitate specific improvements in performance and engagement.Audit, analyse and evaluate the impact of OD and Culture interventions, disseminate learning and spread good practiceAudit organisational climate and context through the use of surveys, questionnaires, feedback methods and analyse the results and design OD interventions to create sustainable culture and behaviour changeCommission, use and analyses a variety of complex data sources to identity trends, inclusivity insights and future organisational and people needs and develop solutions to meet those needsLead and accountable for planning, oversight and delivery of the work of the function in learning, inclusivity and organization and workforce development.Please see the JD for more informationPerson Specification
Knowledge and Experience
Significant knowledge and experience of developing, implementing and evaluating people and workforce development programmes using a variety of methodologies. This may include occasionally delivering learning and development training as requiredExperience of organizational development and leading and embedding inclusivity.Experience of developing and embedding ROI practices for learning and evaluation and reporting on organisational development initiatives.Experience of developing and embedding talent and career management and aligning with wider workforce planning.Experience of embedding a learning culture.Experience of drafting a range of material including presentations, learning materials, communications for a variety of audiences.Extensive people management and leadership experience and knowledge of management and leadership practices.Experienced in producing high level reports in a professional and timely manner. providing clear, evidence- based reports for a range of audiences and for Senior Management Team and Board levelKnowledge of project management and experience of leading, managing and delivering diverse complex projectsHigh levels of negotiation and influencing skillsExperienced strategic thinker. Capable of future proofing and forward thinking at a corporate level.Considerable personal initiative and the experience and ability to work with a high degree of autonomy.Specialist Knowledge
Demonstrable knowledge and experience of a wide range of workforce and organisational development areas including leadership and management development, equity, diversity and inclusion, well-being and mental health, people engagement, talent management, skills audit, workforce planning etc.Demonstrable knowledge of best practice and evidence-based approaches to learning and delivery including blended learning programmes, action learning sets, digital learning, etcPractical knowledge of learning and development/organisational development tools that support organisational and individual improvementDemonstrable knowledge and experience of developing or commissioning research programmes to inform future programme development and delivery.Qualifications
Degree or significant equivalent experience in a related subject.Relevant professional qualifications in Learning and development/ Organisational Development/ leadership and management with evidence of on-going CPD to maintain up to date practicePost-graduate level or equivalent in a relevant field.Member of CIPD or other relevant professional bodyFull-time,Flexible working,Home or remote working
