Procurement Manager - Infrastructure
 
Location: Bristol (Hybrid - 3 days per week onsite)
Contract Rate: £400-£450 per day (Outside IR35)

The Opportunity
 
We are currently recruiting for experienced Procurement Managers to join a major programme supporting a high-profile client in Bristol.
 
This is an excellent opportunity for procurement professionals with strong pre-contract procurement experience to play a key role in delivering complex, high-value procurement activities within a dynamic and fast-paced environment.
 
We are particularly interested in individuals with experience across the infrastructure sectors, who can confidently manage procurement processes from initial strategy through to contract award.
 
With multiple positions available and an immediate requirement for two Procurement Managers, we are keen to speak with suitable candidates who are ready for their next challenge.
 
Key Responsibilities
 
·Lead and manage end-to-end procurement activities, with a strong focus on the pre-contract phase.
·Develop and implement procurement strategies aligned with project and commercial objectives.
·Manage tendering processes, supplier evaluations, negotiations and contract awards.
·Ensure procurement activities comply with relevant public procurement regulations, particularly PCR 2015.
·Engage with internal stakeholders and suppliers to deliver effective procurement outcomes.
·Support the development of procurement documentation, tender packs and commercial recommendations.
·Identify and manage procurement risks, ensuring value for money and regulatory compliance.
·Work collaboratively with commercial and project delivery teams to support programme objectives.

Skills & Experience Required

Essential:
 
·Proven experience working as a Procurement Manager or in a similar procurement-focused role.
·Strong pre-contract procurement experience, including tendering, evaluation and contract award.
·Demonstrable knowledge and practical experience of the Public Contracts Regulations 2015 (PCR 2015).
·Experience managing complex procurement activities within a regulated or public sector environment.
·Strong stakeholder management, negotiation and commercial skills.
·Ability to work from the Bristol office a minimum of three days per week.

Desirable:
 
·Previous procurement experience within the infrastructure sector.
·Knowledge of the Procurement Act 2023 (PA23).
·Experience within utilities, infrastructure or major programmes.
·Experience delivering procurement activities within complex, multi-stakeholder environments.
