Job Title: Commercial Software SpecialistLocation: Hybrid 60% on site (Manchester, Liverpool, Solihull and Leeds and Sheffield or London)Contract Duration: 3 MonthsDaily Rate: £650/day (Umbrella)IR35 Status: Inside IR35Security Clearance: SCKey Responsibilities Commercial Strategy: Develop and implement software sourcing strategies aligned with departmental objectives and government frameworks.Market Engagement: Conduct market analysis, supplier engagement, and benchmarking.Tender Management: Lead competitive procurement exercises, including drafting ITTs, evaluating bids, and managing clarifications.Contract Negotiation: Negotiate commercial terms, SLAs, and licensing agreements to ensure value for money and risk mitigation.Compliance: Ensure adherence to Public Contracts Regulations 15, Procurement Act 2023, Cabinet Office guidelines, and policies.Stakeholder Management: Collaborate with technical teams, programme leads, and legal advisors to deliver procurement outcomes.Risk Management: Identify and mitigate commercial, operational, and security risks.
