You will work at the centre of our transformation on water industry enforcement. As a programme manager you will support the programme team to identify objectives and deliver significant business change to our enforcement capacity and capabilities.

Responsibilities

Identify the key outcomes required from programmes and the projects within them, and present these with clarity.

Develop and maintain a programme plan and present this as a product that the programme team can engage with to track delivery, join up activity and create efficiencies.

Work with workstream leads to identify activities, resource requirements, milestones and where support is needed.

Set programme controls and assurance to enable the programme to adapt to change if required.

Apply and advise the programme team on governance, including creating business cases.

Capture, manage and report risks and issues, understanding what constitutes a programme risk and how to escalate appropriately.

Lead programme meetings, engaging all members and motivating delivery toward a common goal.

Report progress to different levels of the organisation and to Defra, tailoring communications to different audiences.

Team and RoleThis role will work closely with the Chief Regulators Group and Water Regulation in the national Environment and Business Directorate. These are national, dispersed teams that support delivery, influence policy and secure resources for the regulation of the water industry and wider water sector. The Water Regulation Programme Office is a new team working on high-profile, cross-cutting work and this position will provide insight into water industry enforcement across the organisation.

Experience and Skills

Demonstrable experience leading projects and project teams.

Understanding or experience of transforming complex organisations.

Excellent communication and influencing skills; able to present complex information clearly to enable decisions.

Ability to build and maintain effective working relationships with dispersed customers and with people from diverse backgrounds and cultures; actively consider diversity in work.

Ability to respond to tight deadlines and prioritise.

Ability to thrive in a fast-paced, changing environment; confident in leading project teams through uncertainty and ambiguity as a proactive problem solver.

Understanding of the water industry, regulation or enforcement activities would be useful.

Other InformationThis role is advertised until end March 2026 and may be extended to end March 2027. The base location is flexible/hybrid with an EA Office base; as a national role some travel and overnights may be required. An inclusive incident management objective will be part of your development plan, and appropriate training will be provided. Applications are blind-assessed based on competency questions.
