Ofcom’s Legal team is part of the Legal and Enforcement Group. We are a friendly and diverse team, based in London, Manchester and Edinburgh, providing first-class, proactive legal advice and support across the organisation. The team works with colleagues from a range of disciplines to create, implement and enforce communications policy and regulation and to provide legal advice on key decisions.The team comprises around 80 qualified lawyers with a range of legal backgrounds, including a General Counsel, Legal Directors, Principal Legal Advisors, Senior Associates, Associates, a paralegal, apprentices and administrative support staff. Our remit has expanded to include telecoms, cyber security and online safety, with new legislation such as the Media Act 2024.Purpose of the Role
As a Senior Associate, you will provide expert legal advice across Ofcom’s work. You will typically work as part of a team on large projects, or with a senior lawyer as a peer reviewer, reporting to Legal Directors and the General Counsel. You will have greater independence and ownership of your work and may peer review more junior lawyers where appropriate.You will work on complex, high-profile matters often in the public interest and collaborate with colleagues from a range of disciplines. You may contribute to projects throughout their life cycle, including early-stage policy development, consultation processes, decision-making and any subsequent litigation or enforcement.Your key responsibilities
Take ownership of and advise on a portfolio of legal work across diverse projects, working independently and with the team.Assess and resolve legal risk in line with Ofcom’s strategy, including:Provide risk-based analysis and strategic advice on matters raising new and significant points of law, and on policy/programmatic workProduce clear, well-structured written documentsDraft regulatory conditions, rules, codes, guidance and statutory instrumentsAssist with litigation as neededCollaborate with colleagues across Ofcom from various disciplinesliaise with external stakeholders including central government, regulators and industriesSupport more junior lawyers, including peer review where relevantContribute to strengthening Ofcom by identifying challenges and implementing solutionsNote: The role may involve work with potentially distressing content. Ofcom offers support options including annual psychological assessments and 24-hour counselling services.Skills, knowledge and experience
We welcome applications from qualified lawyers (solicitor, barrister or equivalent) with post-qualification experience in regulatory or competition matters, consumer issues, media, technology, online safety, data protection or public law.
