HR Business Partner

We are recruiting for a HR Business Partner to join our public sector client in Borehamwood.

The HR Business Partner provides a high-quality, professional HR service, advising on all aspects of people management, employment law, and organisational change.

You will work closely with managers across various departments, rotating support as required to deliver practical, people-centred solutions aligned with Council policy, employment legislation, and our shared mission to serve the community effectively.

You will also lead and support a wide range of HR initiatives, including employee relations, workforce planning, wellbeing, and learning and development, rotating key areas of responsibility as required.

  • Hours: 9am-5.15pm, Mon-Thursday and 9am-5pm on Friday, WFH 3 days a week with some flexibility needed

Key Responsibilities:

  • Provide expert HR advice and guidance to managers on employee relations, employment law and HR best practice.
  • Manage a wide range of employee relations cases, including disciplinaries, grievances, absence management and performance issues.
  • Support organisational change projects, including restructures, redundancies and TUPE transfers.
  •  Develop, review and implement HR policies and procedures.
  • Lead and support recruitment, onboarding and workforce planning initiatives.
  • Design and deliver learning and development programmes and staff training.
  • Produce workforce reports and HR analytics to support strategic decision-making.
  • Promote employee wellbeing, engagement and diversity initiatives.
  • Manage HR projects and contribute to the delivery of the Council's People Strategy.
  • Build strong relationships with stakeholders across the organisation and work collaboratively with trade unions where required.

What the employer is looking for:

  • Local government (or similar public sector organisation) experience
  • Level 5 CIPD (minimum) or equivalent experience
  • Leading 360 Employee Relations casework experience (including disciplinaries and grievances) – FYI we are a small, efficient team so BPs do their own note taking during investigations & hearings and are usually involved with the report writing.
  • Policy writing and reviewing.
  • Change Management & TUPE experience
